This International Democracy Day highlights the role of Artificial Intelligence in promoting Good Governance

As the next European Capital of Democracy in Vienna (2024/25) is taking over from Barcelona in mid-November, we start searching for the European Capital of Democracy 2026. However, this International Democracy Day serves as a reminder that citizens’ concerns should drive democratic progress, especially with the rise of Artificial Intelligence (AI).

Citizen engagement is critical, whether through information sharing, consultation, dialogue, or partnerships. As our world evolves, so must our democracies, with innovation playing a pivotal role. Barcelona, the current Capital of Democracy, emphasises this:

“Democratic innovation refers to the design and implementation of new practices, methods, and technologies to enhance the functioning of democracy. This innovation aims to increase citizen participation, improve transparency, strengthen trust in democratic institutions, and make these institutions more accessible to all citizens. For example, initiatives like the European Capital of Democracy focus on creating a public reference framework and fostering public debate about democracy and its current challenges. This is achieved by promoting a network of cities that share successful experiences and work together to improve our democracies with the active participation of citizens and civil society. Democratic innovation involves the co-creation of long-term programmes that transform society and improve democratic culture and democracy as a whole.” Arnau Monterde, Director of Participation and Innovation of the Barcelona City Hall

While AI can present challenges to democracy, such as the spread of disinformation and deepfakes, it also holds potential for fostering inclusive civic spaces, boosting public participation, and enhancing democratic processes. To harness these opportunities, effective and responsible governance of AI is not just important, it’s essential. AI must be governed in a way that serves humanity equitably and safely.

In the words of European Capital of Democracy’s founder, Helfried Carl: “In a world where political and technological forces will and are influencing democracy, it is vital to uphold democratic values and ensure they remain central to our society. Therefore, let’s protect the voice of the many more than ever this year.”
